Environmental Impact Assessment (EIA) for Waste Management Centre for Doha, Qatar

A new waste management centre in Qatar will treat all municipal and commercial waste being generated in the country from 2010.
The National Solid Waste Management Centre of Qatar is set to handle no less than 840,000 tonnes a year of domestic waste as well as 1.8 million tonnes of construction and demolition waste. In other words, the centre is built to handle all municipal, commercial and industrial waste being generated in Qatar by a population consisting of around 800,000 inhabitants.


COWI: Preparing EIA and obtaining environmental clearance
Assisting the preparation of the new waste management centre from 2006-2008, COWI provided all consultancy services necessary for the Environmental Impact Assessment (EIA) and in obtaining the environmental clearance from the Qatari Ministry of Environment in November 2008.

The EIA covered all environmental aspects of the site including waste management.  The waste management component of the EIA dealt with management issues in addition to impacts and mitigation measures and input to the Environmental Management Plan.

The total cost of COWI´s services amounted to EUR 180,000, whereas establishing the entire Waste Management Centre was estimated at approximately EUR 250 million.

The centre comprises the following components:

  • Reception facilities at the entrance area
  • Administration, staff quarters and miscellaneous facilities
  • Mechanical sorting plant
  • Biological treatment plant for biodegradable materials - both composting and anaerobic digestion
  • Waste-to-Energy plant for domestic waste
  • Construction and demolition (C&D) waste recycling facility for abbatoir waste
  • Landfill for non-hazardous solid waste

The waste management centre will be operational from 2010 with Keppel Seghers as owner and operator of the entire facility.
