Airport construction sites: Indispensible initiatives within health, safety and environment

A staff of 8 persons has been employed in relation to the development of the new Muscat International Airport. Their role is to make sure that precautions within health, safety and environment (HSE) are followed by everyone on site. Likewise, HSE staff will be recruited and deployed at Salalah International Airport in due course.
COWI-Larsen Joint Venture (C-LJV) is the project manager and engineer consultant on Oman´s two future, super modern transportation hubs: the country´s largest airport, Muscat International Airport, and Salalah International Airport in the country´s second largest town, Salalah.

COWI-Larsen Joint Venture is thus also the one who decided to employ 8 persons within the Health, Safety and Environment (HSE) Department on the Muscat International Airport project to assure a safe and sound environment for all the staff as well as for visitors on site.

The HSE team is made up of a senior HSE manager, two HSE managers, an environmental manager, an environmental engineer as well as two HSE inspectors. These are all currently deployed at the Muscat project but HSE staff will be recruited and deployed at Salalah in due course.

The important role of the HSE team

One of the major responsibilities of the HSE team is to develop the HSE plan. It is a plan designed as a template on what are the minimum expectations of C-LJV staff to comply with and the basis of the template for contractor generated HSE plans. As a minimum the contractor must incorporate the HSE plan information in his own generated document along with the specifics to cover the activities that he intends to execute.

Currently the HSE team spend a majority of their time reviewing the contractor submitted documents. However, their roles furthermore include:

  • Generating and delivering HSE training
  • Carrying out site inspections and audits to check for HSE system compliance
  • Attending HSE meetings - both internal and external (related to HSE). This includes chairing the monthly HSE coordination meeting attended by all contractors
  • Attending and assisting in Incident investigation
  • Reviewing contractor generated documentation
  • Ensuring that all required permits are in place and fully complied with
  • Ensuring contractors obtain and comply with NOC's (No Objection Certificates)
  • To drive HSE campaigns such as the "Zero Tolerance" campaign (see more in the right hand box)

The ultimate intention is:

  • To reduce the risk of incidents resulting in potential loss of life, serious injury, property damage or environmental impact
  • To drive the continued improvement of HSE performance on the project.
